These instruments, called telltails, are ribbons attached to the sail that indicate airflow over the front and back sides. Telltales are pieces of yarn or sailcloth near the luff of the sail. I would want telltales near the luff of the foresails(s), maybe a foot back from the forestay, and along the very leech of the main. It's often said that you should trim the front of the jib and the back of the main, so that's a good place to start. If it isn't, go forward while sailing and stick a pair of telltales on the headsail as high as can be comfortably seen by the helmsman. The lowest set of telltales should be visible to the helmsman when sailing to windward. Then flip to the port side and attach a telltale about six inches below each one on the starboard side. On the starboard side of the sail, about one foot aft from the luff, I attach a telltale to the sail at 1/4,1/2 and 3/4 height increments. To install telltales on a headsail first divide the length of the luff into quarters.
